Program Summary

NADAP’s Substance Abuse Centralized Assessment Program conducts assessments to determine whether substance abuse disorders present barriers to employability for clients applying for and receiving public assistance benefits. SACAP’s Credentialed Alcoholism and Substance Abuse Counselors (CASACs) refer clients to treatment programs throughout New York City at levels of care appropriate to individual client needs. While some clients require intensive treatment and are temporarily exempt from work, others benefit from referrals for non-intensive treatment concurrent with work activity. NADAP’s expertise in identifying and addressing obstacles to work is evident at SACAP as CASACs skillfully motivate clients to accept treatment recommendations, facilitate recovery, and stimulate client progress toward economic independence and self-sufficiency. As clients move through the treatment continuum, CASACs review client progress towards employability and coordinate with the New York City Human Resources Administration (HRA) and partner vendors to prepare them for work.

SACAP also assesses special client populations to determine whether chemical dependency treatment is needed and for Medicaid eligibility for individuals with legal system involvement. SACAP reviews progress reports completed by chemical dependency treatment programs documenting client treatment status and participation, and provider requests to HRA for specialized client services for clients.

Since 1997, HRA has funded NADAP to perform clinical activities at multiple sites to support the City’s implementation of welfare reform initiatives.
