We educate New York residents on the availability of health plans and enroll individuals, families and small businesses in Medicaid, Child Health Plus, and private health insurance. 

When Karen’s insurance premium skyrocketed, she reached out to NADAP to see if anything could be done. With help from our Navigators, Karen was able to enroll in a far more affordable insurance plan, which saved her thousands of dollars.

The Affordable Care Act makes health insurance available and affordable to many New Yorkers who were previously uninsured. The NY State of Health™ is the official Health Insurance Marketplace operated by the New York State Department of Health (DOH).

In October 2013, NADAP was awarded a five-year contract by the DOH to provide In-Person Assistor (IPA)/Navigator services for the NY State of Health™. NADAP’s IPA/Navigators educate New Yorkers on the availability of health plans and enroll individuals, families, and small businesses in Medicaid, Child Health Plus, and private health insurance through Qualified Health Plans. NADAP’s Navigators are equipped to provide on-site enrollment services and are able to engage patients in English, Spanish, French, Korean, and four Chinese dialects.

NADAP’s team of IPAs/Navigators has developed a creative arsenal of techniques and tools to reach New Yorkers in need of health insurance and assist them in the enrollment process. Specifically, the program has specialized expertise in the following areas:

  • Community outreach includes the development of partnerships with community organizations and local media, design and dissemination of linguistically and culturally appropriate outreach materials, and a consistent presence in community locales.
  • Educational services include linguistically and culturally appropriate workshops and presentations in a variety community-based settings, and individual consultation and guidance on health insurance requirements and resources.
  • Enrollment assistance for individuals, families, and small businesses helps consumers purchase health insurance online, compare plan options, calculate costs along with subsidies and tax credits, and learn more about public programs for which they are eligible.
  • IPA/Navigators remove barriers to the application process by providing assistance in multiple languages and in community based settings during non-traditional hours such as evenings and weekends.
